Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Wednesday 4 October 2017 at 7.00 pm

1.    APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr L Krause.

 

2.   DECLARATIONS OF PECUNIARY AND SIGNIFICANT INTEREST

There were no Members of the Public present.

  

4.   ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 168 of the meeting held on 6 September 2017 were accepted and it wasnanimously agreed that Mr Parker should sign them.

5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

A small delegation of ABC parish councillors with KALC support is hoping to arrange meetings with the Housing Minister and our MP Damian Green regarding Housing developments that are authorised for sites not in local authority Local Plans now the party conference season is over.

 

The notice board isn’t suitable for having wings or another board attached.  Mr Parker will monitor the board and remove out of date documents.

 

Mrs Hemming thanked Mr Fothergill for his efforts regarding broadband and will contact her provider.

 

An 18-month experimental ban on lorry parking along the A20 and in side roads between Charing and The Drovers Roundabout comes into force on 30 October between 8pm and 7am.  Mr Parker read an article, written by the Chair of Westwell Parish Council, giving full details of the experiment to councillors.

 

Mr Parker reported on the Ashford Parish Forum, held on 3rd October at which Mrs Kerly, Chief Executive at ABC, informed councillors that the Draft Local plan will be signed off by ABC before Christmas.  Once the Local Plan is finalised the Parish Council will consider, in the new year, whether or not to proceed with a Neighbourhood Plan.  A detailed note will be written in Hothfield News setting out what is involved and setting out the pros and cons and asking residents for their views on whether a Neighbourhood Plan should be established for Hothfield.  In the event that a Neighbourhood Plan is commenced, this note will also seek to establish the extent to which individual residents are willing to commit personal involvements in helping with it across what is likely to be a three year period.

Items of Expenditure for consideration when the Budget is prepared

Councillors were asked to give some thought to any items they wish to be considered for inclusion in the budget for 2018/2019.

Interactive Speed Signs

Mrs Sutcliffe reported that the cost of either a fixed or potable sign would be in the region of £6000.  Prior to being given permission to install a fixed unit, the Parish would have to pay for a speed check at a cost of £800. 

 

Mrs Sutcliffe suggested the council consider a portable sign, as we would not be required to have a speed check carried out prior to using such a device.  The unit would be battery powered and the batteries last for one month.  A spare battery and charger are included in the price of the unit.  The unit cannot be left in one place for more than 2 months so other locations would have to be agreed on.  Any members of the parish undertaking to maintain

and move the unit would receive support and training.  Councillors agreed investigate further before making a final decision. 

 

Joint Parishes Traffic Committee

Nothing to report.  Remove from future agendas.

 

Report on Annual Play Area Inspection by The Play Inspection Co 

All the items on the report were considered to be low risk by the Inspector.

Mr Cook will carry out the repairs to the missing bolt on the youth shelter and will repaint the panels on the youth shelter.

Mr Parker will strim the weeds.

Other items will be monitored.

 

The Clerk will send Trevor May the picture of the finger trap and ask for his advice. 

8.    BOROUGH COUNCILLORS REPORT

Mr Krause was unable to attend the meeting, but had emailed Mr Parker to say that he had  nothing to report.             

9.     PLANNING

No applications received.

 

10.       FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

Two shields, a rose bowl and a cup have been returned to the parish by the families of the last members of the Gardening Club to win them, both of whom have now sadly died.  It was agreed to ask the Village Hall Committee whether they would display them in the Village Hall.

 

Councillors were asked to consider the format of the 2018 Gardening Competition.

 

The drain in West Street has now been replaced.

 

The Harvest Supper is to take place on Saturday 7 October.

 

There is a collapsed drain outside of Oakover Nurseries

  

Mr Parker reported that Mr Beckley had told him that there are no issues in the parish at the moment.

      

There being no other business the meeting closed at 8.30 pm.
