Minutes of the Extraordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Thursday 9 November 2017 at 6.00 pm

There were no Members of the Public present.

1.    APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr I Lloyd (family commitment),
Mrs S Parker (family commitment) and Mr L Krause (would be unable to participate
in his capacity as a member of Ashford Borough Council’s Planning Committee)
 

2.   DECLARATIONS OF PECUNIARY AND SIGNIFICANT INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest.

 

Declarations of Significant Interest.

There were no Declarations of Significant Interest.

 

To note the granting of any Requests for Dispensations and the decision

No such applications received.

 

   Updating of Declarations of Interest

Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.  RESOLUTION TO DELEGATE OR RESERVE THE AUTHORITY TO GRANT DISPENSATIONS

RESOLUTION:  Councillors unanimously agreed to delegate the power to grant

Dispensations to the Parish Clerk.  The power rests with the relevant authority under

Section 33(i) of the Localism Act 2012 and the basis is set out under section 33(2).

The Parish Clerk may grant a dispensation to a councillor who has a Disclosable Pecuniary Interest or an Other Significant Interest to enable them to participate in any discussion of a matter at a meeting and/or to participate in any vote on the matter if it is considered that

 

(a)   So many members of the council have disclosable pecuniary interests that it would impede the transaction of the business (ie the council would be inquorate): or 

(b)   The dispensation is in the interests of persons living in the authority’s area; or

(c)   It is otherwise appropriate to grant a dispensation
