Minutes of the Ordinary Parish Council Meeting
held at The Bluebell Centre, Hothfield,
on Tuesday 10 January 2017 at 7.00pm

There were 10 Members of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An apology for absence was received from Mr P Fothergill (family commitment) Mr P Howard (prior engagement). No apology received from Mr Krause.
2. DECLARATIONS OF PECUNIARY AND SIGNIFICANT INTEREST
Declarations of Pecuniary Interest
There were no Declarations of Pecuniary Interest.

i) Updating of Declarations of Interest
Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to Members of the Public present from 7.02 – 7.42 during which time, following an anonymous document delivered to residents of The Street, Mr Parker updated those present on the current situation regarding the Draft Local Plan.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
The following errors occurred in previous minutes: -
Minutes 157 were signed by the Chairman on 2 November, not minutes 156 and minutes 158 were signed on 7 December not 157. Minutes 159 of the meeting held on 7 December 2016 were accepted and it was unanimously agreed that Mr Parker should sign them.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES
Mrs Parker reported that nobody attended the event held to publicise the opening of the new Cub Group in the Village and so the members of her team are now looking at ways to adapt the youth project in the village to the specific needs of children in Hothfield.
6. BOROUGH COUNCILLORS REPORT
Mr Krause was not present at the meeting.
7. CORRESPONDENCE AND OTHER GENERAL COUNCIL BUSINESS
The Office of HM Lord Lieutenant of Kent
Received from PCSO Angie Burden: -
We are working with Ashford Borough Council to help us deal with the number of seemingly abandoned vehicles which are parked near garages in Plantation Road.
David Beckley has reported a number to the abandoned vehicles department at Ashford Borough Council, however, we have had a reply that this will not be actioned unless the residents themselves call them in. This is frustrating as some of the residents have reported they fear reprisals if they do so. We are working with ABC to try and resolve the situation as a number of residents have called us about these now.

Councillors Parker and Sutcliffe have a meeting arranged with Mr Cole from ABC on 23 February 2017.

Mr Parker updated members on the recent meeting.

The vacancy for a Volunteer Community Warden will be advertised in the newsletter.

Accounts to be Paid
Resolution: Councillors unanimously agreed to pay the above accounts and noted the Direct Debit Payment to EDF for the electricity for the MUGA, taken on the 1st of each month for £9.00.

Submission of Precept Request to ABC
The Clerk confirmed that the Precept Request has been submitted to ABC and confirmation of receipt received.
The Clerk reported that she completed our Declaration of Compliance in December and had received confirmation that we do not have anyone to enrol in a scheme.

9. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
The date for the Village Fete has been set for 2 July 2017.
Following a request from a Member of the Public during the Public Interval, the box containing the electrics for the MUGA will be painted.
The clerk will write to the Esso Garage and ask them to repaint the Give Way lines on the forecourt.
The next meeting is due to be held on Wednesday 1 February 2017.
There being no other business the meeting closed at 8.52 pm.
