Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Wednesday 2 November 2016 at 7.00 pm

There were no Members of the Public present.

1.   APOLOGIES FOR ABSENCE

An apology for absence was received from Mr I Lloyd, (prior engagement).

2.    DECLARATIONS OF PECUNIARY AND SIGNIFICANT INTEREST

There were no Declarations of Pecuniary Interest.

Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.   PUBLIC INTERVAL

There were no Members of the Public present.

 

4.   ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 156 of the meeting held on 13 September 2016 were accepted and it was unanimously agreed that Mr Parker should sign them.

5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

ABC has added the litter bin to the list to be emptied by BIFFA.

 

An officer from KHS is satisfied that the markings on the garage forecourt are visible enough at the moment, but asked us to contact him again in a few months if concerned.

Lightsource re change of asset management responsibilities from Lightsource to Quintas Energy effective from November 1st.

The Clerk was asked to contact them regarding the arrangements for future payments to the parish.

 

Councillor Simkins re safety concerns in Bethersden Road – please see Risk Assessment

 

JPTC re meeting due to be held on 7 November

Mr Parker will attend this meeting on behalf of the Parish Council.  Councillors have some prior concerns about potential legal and financial issues arising out of this initiative that may influence our continued involvement.

 

Mr Grenfell Banks re funding for newsletter

Councillors noted the increase in funding and this will be reflected in the 2017/2018 budget.

 

Risk Assessment

Mr Parker completed the Risk Assessment and all outstanding items have been dealt with.

 

Following an article in the Newsletter from a concerned resident, councillors agreed the following: -

Resolution:  Following discussion it was agreed that Mr Parker should ask our County Councillor, Mr Simkins to proceed with his offer to submit an application to install a warning sign for the bend on Bethersden Road, near to Rippers Cross, to be paid for from his KCC Members Grant.

 

The Play Inspection Company Inspection 2017

Councillors confirmed they have instructed The Play Inspection Company to undertake the inspection in 2017.

 

Draft Local Plan

Nothing has materially changed regarding the Draft Local Plan.

Mrs Sutcliffe, Mr Howard and Mr Parker are meeting with Mr Cole on 8 December to discuss the progress made regarding Hothfield.

  

Neighbourhood Plan

Nothing to report.

 

Hothfield Youth Projects Funding

Nothing to report.

 

Village Fete

Mr Howard and Mr Lloyd met with Mrs Woodberry from the Bluebell Children’s Centre to discuss the Fete.  Mrs Woodberry is happy for the Centre to be used on the day and some of the staff members will be available for the event, but they are unable to be involved in the planning this year as they were previously.  Another meeting has been arranged for 24 November.

 

It was suggested that the Fete could be combined with a dog show held in aid of the RSPCA and a resident who is on the RSPCA’s Fundraising Committee will discuss this at their next meeting and report their decision back to the Fete Committee.

 

A decision on the date and venue has still to be made and this will depend on whether the Fete is combined with the Dog Show.

 

Councillors agreed that they would underwrite the costs of the fete if necessary.

     

Arrangements for APM 2017

It was agreed to hold the Annual Parish Meeting at 6.30 pm on Wednesday 3 May followed by a Residents Meeting on Saturday 6 May.  Local clubs, societies and organisations will be asked to attend on 6 May to give their reports which will then be published in the June Newsletter.

 Resolution:   Councillors unanimously agreed the budget, please see attached and agreed to set the precept at £9500.00 for the financial year 2017/2018.

9.   FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

Mr Parker is to attend the Kent Highways Parish Forum on 3 November on behalf of the Parish Council.
