Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre Hothfield,

on Wednesday 3 February 2016 at 7.00 pm

1.     APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr M Cook (Personal matter) and Mrs J Batt (sickness)

 

2.    DECLARATIONS OF INTEREST

 There were no Declarations of Pecuniary Interest

 

Declarations of Significant Interest

Mr Krause declared a Significant Interest in Planning Application No 16/0008/TC, as he is a neighbour of the applicant.

 

i   To note the granting of any Requests for Dispensations and the decision

No such applications received.

 

ii   Updating of Declarations of Interest

Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.   PUBLIC INTERVAL

There were no Members of the Public present. 

4.  ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 148 of the meeting held on 11th January 2016 were accepted and it was unanimously agreed that Mr Krause should sign them.

There were no Matters Arising that were not covered on the agenda.

Plan it Ashford Consultation

The “drop-in” undertaken on 23rd January 2016 was considered to be a success, with a high turn-out of residents. Mr Parker will contact Simon Cole, Head of Planning Policy at ABC to ascertain whether the feedback given by Hothfield residents in respect of the Housing Development example opposite Coach Drive is available for perusal.

 

Installation of Bench in The Street

Mr Howard is still awaiting further information from ABC regarding installation costs before we proceed with this work.

 

2016 Play Area Inspection

The Play Inspection Co has confirmed receipt of our Repeat Inspection Form.

 

Sector Led Body to procure Audit for small councils – Introduction Letter

and Factsheet from NALC/SLCC/Association of Drainage Authorities


           Resolution:  Councillors unanimously agreed to opt into this arrangement as they felt
that the NALC/SLCC and Association of Drainage Authorities would be able to negotiate better with terms an auditor than we would independently.

 

KALC Local Plan Workshop

Mr Parker reported on the meeting held in January.

 

Hothfield Neighbourhood Plan

ABC has agreed to commence a 6-week consultation period starting from 8th February.

 

Review of Parish Council Documents

As the Parish Clerk was unable to attend this meeting, this item will be carried forward to the March meeting.

 

Date for Annual Parish Meeting

The Parish Council agreed Saturday 7th May 2016 from 2pm – 4pm in the village hall and this is now a confirmed booking. Councillors would like to create a more informal and inclusive format for this year’s meeting.

 

Junction 10A

The Parish Council Chairman in his capacity as ABC ward member gave an update on the proposed new junction. The parish council considered that in view of the distance of Hothfield from the proposed site, there wasn’t any need for Hothfield Parish Council to register any views with ABC.

 

Mobile Library Service

ABC has entered into a period of consultation over the continuation of the mobile library service and especially in those areas where the library has on average only been in villages for less than 15 minutes or with two or less customers across the last 12 months. Hothfield is one such village, so there is every possibility the parish may lose this service in the future.

 

Provision of Youth Service in Hothfield

Mrs Parker and Mr Fothergill advised they were giving consideration to re-establishing some form of youth activity for girls living in the village and will investigate further.

They will report back at the March meeting on any progress.

9.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

Mrs Sutcliffe reported the Garden Competition will take place on Saturday 2nd July 2016. 

           

Mrs Sutcliffe requested that ABC be chased up about the potholes/road surface in Cades Road, the large pothole in Waterfall Road, not far from the waterfall and the blocked drain in West Street.
