Minutes of the Ordinary Parish Council Meeting

held at The Village Hall, Hothfield,

on Wednesday 7 December 2016 at 7pm

There was one Member of the Public present.

1.    APOLOGIES FOR ABSENCE

An apology for absence was received from Mrs S Parker, Mrs P Sutcliffe, Mr L Krause and Mr I Lloyd, (all had prior engagements).

 

2.    DECLARATIONS OF PECUNIARY AND SIGNIFICANT INTEREST

         Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest.   

 

Declarations of Significant Interest.

Mr Parker and Mr Fothergill both declared a Significant Interest in Planning Application No 16/01710/AS, as they are near neighbours of the applicant.

 

i.  To note the granting of any Requests for Dispensations and the decision

     No such applications received. 

ii. Updating of Declarations of Interest

Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.   PUBLIC INTERVAL

The meeting was opened to Members of the Public present from 7.05 – 7. 29 during which the developer who has submitted Planning Application no 16/01706/AS discussed the application with members of the council.

 

4.  ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

The previous meeting was held on 5 October not the 13 September.

The cheque numbers on the accounts to be paid should have read 1393,1394 and 1395.

Minutes 157 of the meeting held on 2 November 2016 were accepted and it was unanimously agreed that Mr Parker should sign them.

5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

The litter bin by the MUGA is being emptied by Biffa.

The Clerk will confirm the arrangements for the installation of the warning sign with Councillor Simkins.

An email from Quintas Energy in response to our correspondence last month will be followed up in May.

Mrs Sutcliffe, Mr Howard and Mr Parker are meeting with Mr Cole at ABC to discuss the progress on the Draft Local Plan.

Due to circumstances beyond Mrs Parker’s control, the Cub Group will not now start until February.

Mr Parker is going to attend a meeting at the Civic Centre with Mrs Drury, Chair of Westwell Parish Council, Borough Councillor Bradford and representatives of ABC and KCC to discuss the problems with HGV parking.

Mr Krause was unable to attend the meeting.

EMAILS

Mr Parker reported that he had received an email from Mr Cox regarding housing in Hothfield and as a result he is liaising with a member of Charing Parish Council on the issue of sheltered accommodation. 
 

Risk Assessment

Mr Howard has arranged for an electrician to replace a faulty circuit bulb on the MUGA lights.    A couple of the bulbs were smashed during the month and he has replaced them.

 

Village Fete

Mr Lloyd has agreed to chair the committee, which now has 9 members.  They have arranged to meet before Christmas to agree a date and venue.

 

Arrangements for APM 2017

Councillors agreed the wording or the article for the newsletter to be sent to Hothfield News

 

Joint Parishes Traffic Committee

The Committee met in November and members are reconsidering the Terms of Reference.

The Hothfield Parish Council Youth Project Account has been refunded £199.15 for charges that should not have been debited from the account.

 

Internal Audit

The Clerk reported that the Internal Auditor was satisfied that everything was in order when he carried out his interim audit in October.

 

Pensions

Neither Mrs Batt nor Mr Marden wish to be enrolled in a pension scheme.  The Pension Regulator will be informed of this.

 

8.   PLANNING

Please see attached list.

 

9.   FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

The possible provision of a defibrillator will be considered at a future meeting.

 

The January meeting is due to be held on Tuesday 10 January 2017.          

             

There being no other business the meeting closed at 8.57 pm.
