Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre Hothfield,

on Wednesday 6 April 2016 at 7.00 pm

There were no Members of the Public present.

                   

 1.   APOLOGIES FOR ABSENCE

 An apology for absence was received from Mrs P Sutcliffe (Previous engagement) and Mr L Krause (family commitment).

 

2.   DECLARATIONS OF Pecuniary INTEREST

 Declarations of Pecuniary Interest

 There were no Declarations of Pecuniary Interest

 

 Declarations of Significant Interest

 Mrs S Parker and Mr D Parker declared a Significant Interest in Planning Application

 no 16/00309/AS, as they are neighbours of the applicant.

 

i.  To note the granting of any Requests for Dispensations and the decision

     No such applications received.

 

ii.  Updating of Declarations of Interest

  Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.   PUBLIC INTERVAL

Councillors discussed the website with Mr Stanley from 7.02 – 7.10 pm. 

4.   ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

The minutes were taken by the Clerk who was in attendance.

Minutes 150 of the meeting held on 2 March 2016 were accepted and it was unanimously agreed that Mr Howard should sign them.

5.    MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES

 Ashford Borough Council’s Tree Warden agreed to visit Hothfield to look at the tree by the Post Office.  Mr Cook will contact him again and liaise with Mr and Mrs Patel.

 Plan it Ashford Consultation       

Nothing to report.  This will be headed Draft Local Plan of future agendas.

 

Installation of Bench in The Street                                  

Mr Howard reported that he had ordered the bench from Street Master and it will be delivered to Landscape Services for installation.  He will meet with Landscape Services prior to installation.

 

KALC Local Plan Workshop             

Nothing to report.  Will be removed from future agendas.                      

 

Hothfield Neighbourhood Plan

Our application has been approved as follows:-        
 

The application is approved and the parish of Hothfield as shown on the plan attached is designated as a Neighbourhood Area under section 61G of the Town and Country Planning Act 1990 as amended. The reasons for this decision are set out in the accompanying ‘Neighbourhood Area Designation Application Report’.

 

Mr Parker updated councillors on the workshop he attended recently and advised that a plan can take up to 2 years to complete and needs a group of between 20 and 50 people who are committed to seeing it through.  The average cost of producing a plan is £14000.  There is grant funding available up to £9000.  Whilst the plan is being completed regular consultation is required with the residents and on completion it is submitted to the local community for their comments and then to the Official Scrutineer and when it has been agreed a referendum is held so that the local residents can vote on the completed document.

 

Despite being a legal document, a Neighbourhood Plan is always subservient to the Local Plan and if the Local Plan changes the Neighbourhood Plan will have to be re-done.

 

Once the Draft Local Plan has been published the Planning Policy Manager from ABC is going to meet with representatives from rural parishes to talk through major issues of concern.     

 

Resolution: It was unanimously agreed to defer making a final decision on whether to proceed with the Hothfield Neighbourhood Plan until the Draft Local Plan has been published for consultation and the proposed joint meeting between  the Ashford rural parishes and Mr Simon Cole, Policy Manager for ABC takes place to discuss the impact of the Draft Local Plan. 

 

Arrangements for Annual Parish Meeting

An Annual Parish Meeting should not take place until after 6pm, so it was agreed to hold a short APM before the APCM on 4 May to consider and approve the minutes of the last meeting.  An informal meeting to be designated as the Annual Parish Residents meeting will then take place on Saturday 7 May as arranged.

 

Provision of Youth Service in Hothfield

Mrs Parker reported that a couple of residents in the village have offered to assist with this project, one of whom is a qualified youth worker, the other knows the local children.

 

KCC Children’s Services have been approached and once the project is underway they will liaise with the volunteers and send workshops etc. to the village.

 

There is a small amount of funding available from KCC, if the project proves viable and if it does there will also be input from KCC.

 

Mrs Parker will have a table at the Residents Meeting to advertise the project.

              Salary Increase for Litter Picker to meet requirements of the National Living Wage

              Resolution:  Councillors unanimously agreed to increase Mr Marden’s salary to

              £7.20 per hour in line with the new Living Wage. 

     

8.   PLANNING

9.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

Mr Parker updated councillors on the Joint Parishes Transport Committee Meeting that he attended on 21 March.  Local parishes in the area are very concerned that they are going to see a substantial increase in traffic through their villages due to the dual carriageway that is going to be installed between the tank roundabout and Matalan.  The work will take about 18 months and the Project Manager for Chilmington Green and the officer from KCC Highways assured those present that they will keep the traffic moving along the A28 whilst it is underway.

 

The Clerk was asked to report the following to KHS and the Environment Agency

              The large pothole between Home Farm and the Waterfall

              The road closed sign on Bethersden Road which has been knocked over

              The road closed sign on Bears Lane which is permanently open

              The missing name plate for Bears Lane at the junction of Bears Lane and Bethersden Road

              The “except for access 6’6” sign outside Pluckley Road is at a 45°.

              The blocked drain outside Alder Cottage.

 

The Clerk will ask the Bluebell Centre to ensure that the grass is regularly mown on the Recreation Field

 

Community Payback has been working in the village collecting litter.

 

There being no other business the meeting closed at 8.45 pm.
