Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre Hothfield,

on Wednesday 29 June 2016 at 7.00 pm

1.  APOLOGIES FOR ABSENCE

 An apology for absence was received from Mr P Fothergill (family commitment)

 

2.   DECLARATIONS OF PECUNIARY INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest

     No such applications received.

 

ii) Updating of Declarations of Interest

Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.   PUBLIC INTERVAL

The meeting was opened to the Members of the Public present from 7.05 to 7.21 for questions and comment.

 

4.   ACCEPTANCE OF MINUTES OF PREVIOUS MEETING    

Minutes 153 of the meeting held on 1 June 2016 were accepted and it was unanimously agreed that Mr Parker should sign them.

There were no Matters for Report not covered on the agenda.

 

6.   CORRESPONDENCE AND OTHER GENERAL COUNCIL BUSINESS

ABC Draft Local Plan

 

Draft Local Plan

The Draft Local Plan is now out for consultation and this runs until 10 August 2016.

Councillors discussed their possible response to the site included in the plan for Hothfield.

     

Hothfield Neighbourhood Plan

Nothing to report.

 

Provision of Youth Services in Hothfield

Mrs Parker reported that the proposed youth service would be starting at Cub level as the 2nd Hothfield Cub Scout Group.  Six people are interested in supporting the group and on the basis the outstanding matters can be satisfactorily completed in time, it is hoped the group will be ready to launch in October. Mrs Parker is planning to visit other Cub groups in the area to get a better feel for how they operate. Prior to starting, Mrs Parker will canvass local schools and deliver flyers locally to promote the idea and to gauge interest

 

Parish Council Website – Letter from Eis      

An original letter from EiS Website Hosting saying that a charge would be made in future for the hosting of the Parishes websites, has been overturned and there will not now be a charge for this service.

 

Transparency – Review of Standing Orders

Resolution:  Having reviewed the Parish Council’s Standing Orders, councillors unanimously agreed that they were still applicable and did not need any alteration.
 

Insurance of MUGA

It was agreed to ask whether we could insure to cover the VAT element of any replacement equipment.

Clerk’s Salary

Resolution:  Councillors unanimously agreed to increase the Clerk’s Salary to £12.440 per hour backdated to 1 April 2016.

Appointment of Internal Auditor

Resolution:  Following the resignation of Mr Kevin Funnell, Councillors agreed to employ Mr Lionel Robbins as the council’s Internal Auditor for the forthcoming year.

Terms:

£50 per hour

2 visits to the parish per financial year

Full telephone support

                            Parish Council:  Support but suggest the new access onto Bethersden Road

                            should be moved to the west of the garden rather than the east.
