Minutes of the Ordinary Parish Council Meeting
held at The Bluebell Centre Hothfield,
on Wednesday 1 June 2016 at 7.00 pm

There were 3 Members of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An apology for absence was received from Mrs P Sutcliffe (previous engagement), Mr D Parker and Mrs S Parker (prior engagement) and County Councillor, Mr C Simkins
2. DECLARATIONS OF Pecuniary INTEREST
Declarations of Pecuniary Interest
There were no Declarations of Pecuniary Interest
Declarations of Significant Interest.
Mr Howard declared an interest in Planning Application No 16/00712/AS as he farms the neighbouring land.
i) To note the granting of any Requests for Dispensations and the decision
No such applications received.
ii) Updating of Declarations of Interest
Councillors were reminded to update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to the Members of the Public present from 7.05 to 7.23 for questions and comment.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
There was an error on page 697. The Youth Reserve account balance should read £1030.14 not £1030.40. Minutes 152 of the meeting held on 4 May 2016 were accepted and it was unanimously agreed that Mr Libbeter should sign them.

5. MATTERS FOR REPORT ARISING FROM THE PREVIOUS MINUTES
There were no Matters for Report not covered on the agenda.
6. CORRESPONDENCE AND OTHER GENERAL COUNCIL BUSINESS
Pilgrims Hospices – Thank you for donation in lieu of Litter Picker’s Salary

Installation of Bench in The Street
The bench has been installed and the Clerk was asked to inform ABC.
The soil around the concrete pad is lower than the concrete and Mr Howard has contacted Commercial Services Trading Ltd to ask them to add more soil to raise it up to the same level.
Update on Annual Residents Meeting
Mr Parker has spoken with Ian Rickards about access to Hothfield Common for people with mobility scooters and Mr Rickards offered to contact Clive Slater.
Mr Krause has addressed the issue of the dropped BT manhole at the top of Bethersden Road.
Mr Krause reported that nothing can be done about the parking in Tufton Road/Beech Drive as yet.
The Clerk was asked to contact PCSO Burden and ask her to patrol the area and check for illegally parked or unlicensed cars.
Street Light – 32 School Road
At present although this is a non KCC light as it comes under ABC. KCC does all of ABC’s maintenance on the lights via their contractor. ABC has uploaded it onto KCC’s website and the tracking number is 214588.
Accounts to be Paid
Resolution: Councillors unanimously agreed to pay the above accounts.

9. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS
Mr Cook reported that he had repaired the bar on the MUGA which had been broken off.
Mr Howard will contact Light Source an ask whether they want us to invoice them for the next instalment of the Solar Park payment.
The Clerk will send the Fixed Asset Register to Came & Co and ask them to check that everything is covered.
The Village Hall Committee was disappointed that no members of the public attended the AGM.
The Clerk will report the following to KHS
The School Road sign which has been broken.
The concrete drain opposite 24 School Road is standing proud of the road surface
The potholes in Cades Road and point out that we were promised that it would be resurfaced this year.
The pothole on the Bethersden side of Oaklands Farm.
Mr Funnell has resigned as our Internal Auditor with effect from 30 June. He recommended Mr Robbins to take over and this suggestion will be included as an agenda item on 29 June.
There being no other business the meeting closed at 8.25 pm.

Parish Council: Support
16/00629/AS Application to remove/vary conditions on planning approval 06/00655/AS - Removal of condition 5. Variation of condition 6 to allow for the hours for the operation of machinery and processes to take place between 0700 and 1800hrs Monday-Friday and Saturday 0700 and 1200hrs and allow for the dispatch of goods from 0500hrs. Variation of condition 9 to allow for external lighting installed on units to units 1-4 (in retrospect) to be retained.
Parish Council: Object on the grounds that: -
The adjacent neighbours are concerned about the 5am start and consider the company should not commence any activity before 8am.
The applicant should keep to all the other existing planning conditions.
The members of the Parish Council would like this application elevated to the Planning Committee.
