Minutes of the Ordinary Parish Council Meeting

held at The Village Hall, Hothfield,

on Wednesday 4 March 2015 at 7.00 pm

There were no Members of the Public present.

1.  APOLOGIES FOR ABSENCE

An Apology for Absence was received from Borough Councillor Robey and County Councillor Simkins.

 

2.  DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

Mr Krause declared a Significant Interest in Planning Application No 15/00123/AS, as he is a neighbour.

 

(i)Updating of Declarations of Interest for the Code of Conduct

   Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

  3.      PUBLIC INTERVAL

There were no Members of the Public in attendance.

 

  4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING                                  

Minutes 138 of the meeting held on 4 February 2015 were accepted and it was unanimously agreed that Mr Krause should sign them.

 5.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

Mr Howard had fixed the notice to the salt bin and will fix the one for the MUGA on the fence.

 

Following the letter from a resident, which was forwarded to Councillor Robey, the litter has been removed from Cades Road.

 

There will not be any input from the Borough Councillors regarding Plan-It- Ashford until after the election on 7 May.

 

The Mobile Police Station still visits Hothfield.

 

6.      CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

           ABC Information Pack for ABC’s Land Management Plan

           We do not carry out any land management in the parish.  The clerk will inform ABC.

 

           Email Correspondence – all emails received are forwarded to all councillors

           ABC re Candidates meeting

           Mr Matthews re Bus Shelter

 

           Update on Provision of Broadband in Hothfield

           Mr Krause reported that the project is progressing as agreed with BT and the fibre

           optic broadband should be installed by the end of July.

 

           The Hothfield Education Foundation did not support our request for a grant to help

           with this project.  Mr Howard thanked Mr Parker for applying.

 

           Litter Picker’s Terms and Conditions

           It was agreed to discuss this again in 2 months when we will have time some

           completed time sheets from Mr Marden.

          

           Installation of Equipment in the Play Area

           Nothing to report.

           Back up for Computerised Records                                                                                

           It was agreed that the Clerk should purchase 3 memory sticks.

            Presentation of Budget for 2015/2016 and adoption by Full Council      

            Resolution:  Councillors unanimously agreed the budget for 2015/2016.

8.    PLANNING

           Please see attached.

 

9.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

              Councillors agreed the content of the Thank You Letters to the Litter Pickers.

 

             Councillors were informed of a burglary in the village.

 

             The Clerk was asked to report the potholes in:-

             Bethersden Road

             Park Drive

             Waterfall Road

             Cades Road

 

             The drain outside of Alder House

             The water leak from the entrance of Hothfield Manor

             The Tufton Road sign which has come unclipped

             The tree that has blown over on the grass next to the shop.

 

             Mr Krause will contact Councillor Robey regarding a grant for the Bowls Club.

 

             Mr Howard was concerned that there is nothing in the Kentish Express about Hothfield.

             Mr Krause said that he is not very often given information to include.

      

Mr Cook gave his apologies for the next meeting.

 

Councillors agreed to advertise events for the Pilgrims Hospice and Godinton House

on the notice board.

 

The next meeting is due to be held on 1 April 2015.

 

             

There being no further business the meeting closed at 8.37 pm.
