Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre Hothfield,

on Wednesday 3 June 2015 at 7.00 pm

There were no Members of the Public present.

1.     APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr P Howard (prior commitment).  

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

Mr Slater declared a Significant Interest in the Co-option of Parish Councillor as Mrs Lorraine Slater is his wife.

 

i)    Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.     CO-OPTION OF PARISH COUNCILLOR

Mr Parker proposed Mrs Lorraine Slater for the vacant position of Parish Councillor, seconded by Mr Libbeter.                    Unanimous.

 

Mrs Slater signed her Declaration of Acceptance of Office and took a DPI form to complete and return to ABC within 28 days with a copy to the Clerk.

 

4.      PUBLIC INTERVAL

The meeting was opened from 7.03 – 7.17 for questions and comment.

 

5.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING                                  

Minutes 141 of the meeting held on 14 May 2015 were accepted and it was unanimously agreed that Mr Krause should sign them.

6.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

Mr Krause reported that, in his capacity as Borough Councillor, he would not be able to approve a grant of £250 towards the Village Fete, as from 7 May 2015 ABC Member Grants are no longer available to Parish Councils.  He suggested the Fete Committee should set up their own bank account to enable them to apply for  grant funding.

 

Mr Parker reminded those present that he needs the details of the Fete to allow him to carry out a Risk Assessment.

 

7.      CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

           Risk Assessment

           Nothing to report.

 

           Pilot Local Warden Support Officer Scheme

           The Parish Council has registered its interest in taking part in this scheme.  We should

           hear whether we have been successful or not after 15 June.

            

           Our Place Programme Application

           Mr Krause reported that he had investigated this, but Hothfield Parish Council is

           not currently looking to fund the type of project which would fulfil the criteria

           necessary to for us to be eligible for funding from this source.

 

           Community Flood Warden

           Nothing to report.

 

           Kent Heritage Trees Surveyor Course 10th June Mote Park

           Mr and Mrs Slater expressed an interest in attending this course.  They will book their

           places and report back at the next meeting. 

 

           Transparency

           Councillors agreed to publish all Parish Council documents on the website.

 

           Adoption of Terms of Reference for the Complaints Committee

           Resolution:  Councillors unanimously agreed the Terms of Reference for the

           Complaints Committee.

           Litter Pickers Terms and Conditions

           Councillors agreed the time that they would like Mr Marden to spend on various

           areas of the village.  The Clerk will write to him detailing this.

            Resolution:  Councillors unanimously agreed to pay the above accounts and

            noted the Direct Debit Payment to EDF for the electricity for the MUGA, taken on

            the 1st of each month for £21.00.

            Mr Stanley reported that he will be increasing his rates from £24 per hour to

            £26 from January 2016.  Councillors did not oppose this increase.

9.    PLANNING

10.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

             PCSO Manning reported that he is still receiving complaints about local youths driving

             on The Recreation Field.

 

             Mrs Sutcliffe will email Mr Starley to find out whether the Youth Workers are still

             visiting Hothfield.

 

             Mr Libbeter will arrange for the Fete Committee to send a poster and details of the stalls

             and sideshows to Mr Stanley.

 

             Mrs Slater reported that parking in Beech Drive is a problem.  It was suggested

             discussing the possibility of herringbone parking with Mr Beckley.

 

             The Clerk will contact Trevor May regarding the work required to the MUGA.

 

             The next meeting is due to be held on 1 July 2015.

             

There being no further business the meeting closed at 8.30 pm.
