Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre Hothfield,

on Wednesday 1 July at 7.00 pm

PRESENT:  

Mr L Krause (Chair), Mrs L Slater, Mrs P Sutcliffe, Mr M Cook, Mr P Howard, Mr R Libbeter, Mr D Parker and Mr C Slater.

There were no Members of the Public present.

1.     APOLOGIES FOR ABSENCE

There were no Apologies for Absence.

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

Mr Howard declared a Significant Interest Planning Application no 15/00686/AS as he is a neighbour.

 

i)     Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.      PUBLIC INTERVAL

There were no Members of The Public present.

 

4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING                                  

Minutes 142 of the meeting held on 3 June 2015 were accepted and it was unanimously agreed that Mr Krause should sign them.

5.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

It was agreed that the Clerk should ask Mr Cole for a formal response to the Plan-It-Ashford consultation, in time for the next meeting.

          

Mr Krause explained that as he will now be attending the Hothfield Regeneration Group meetings in his capacity as a Borough Councillor, it would better if the Parish Council appointed another councillor to attend meetings on behalf of the Parish Council.  Mrs Sutcliffe agreed to represent the Parish Council at future meetings.

 

The refurbishment of the toilet block is on hold until the next meeting of the Regeneration Group.                   .

 

Mrs Sutcliffe reported that she had received an email from Mr Starley, explaining that due to the reluctance of the young people to meet with youth workers in the Bluebell Centre they have cancelled this session and now attend once a week on Wednesday between 3.30 and 6.00 pm.  The numbers vary from week to week, but CXK are persevering, for which Mrs Sutcliffe thanked them.

 

It is hoped that broadband will be installed in Mid-July.  The site was given Ofgem accreditation today and as a result we will not receive the 2nd payment of £5000.00 until July 2016.  As we have the Power of General Competence paying the second instalment to BT Openreach will not cause a problem to the council.

 

6.      CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

           Clerk and Councillors Direct

 

           Email Correspondence – all emails received are forwarded to all councillors

           Councillors did not bring any emails to the attention of the meeting.

          

           Installation of Equipment in the Play Area

           Mr Krause will speak to the officer at Ashford Borough Council.

 

           Risk Assessment

           Mr Parker will complete a Risk Assessment in time for the October meeting.

 

           Pilot Local Warden Support Officer Scheme

           The final decision is being made on 2 July.  We should hear on 3 July.                             

          

           Community Flood Warden

           Mr Howard will attend the meeting if he is available.

          

           Updating of Standing Orders regarding recording of meetings and adoption policy      

       It was noted that the Parish Council has not yet adopted the Policy regarding Filming

       of Parish Council meetings.  Councillors agreed to discuss this even though it was not

       included on the agenda.

          

           Resolution:  Councillors unanimously agreed to update the standing orders to

           read:-

Following the amendment to the Public Bodies (Admission to Meetings) Act 1960, a person may not orally report or comment about a meeting as it takes place if he is present at the meeting of a parish council or its committees but otherwise may:

a) film, photograph or make an audio recording of a meeting;

b) use any other means for enabling persons not present to see or hear proceedings at a meeting as it takes place or later;                                                                  

c) report or comment on the proceedings in writing during or after a meeting or orally report or comment after the meeting

 

Councillors also unanimously agreed the policy regarding the recording and use of Social Media at council meetings.

           Report on the Kent Heritage Trees Surveyor Course 10th June Mote Park

           Mr and Mrs Slater were unable to attend the meeting.

 

           Update following the Litter Pickers Revised Terms and Conditions

           Councillors were pleased to report that the litter around the MUGA has significantly

           decreased now that Mr Marden is spending more time in the area.

 

           Mr Slater will send the Clerk a list of sites in the village that need a litter bin and she will contact ABC and ask whether they would be prepared to install and empty them.

 

  7.    FINANCE

 

             New Bank Mandate Forms have now been received from NatWest and councillors

             agreed the following:-

            

             Resolution:  Councillors unanimously agreed that the authorised signatories in

             the current mandate for all NatWest accounts be changed in accordance with

             sections 5 and 6 and the current mandate will continue as amended.

 

             Parish Council signatories from the activation of this mandate will be:-

             Mr Krause, Mr Howard, Mrs Slater, Mrs Sutcliffe, Mr Cook, Mr Libbeter,

9.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

Mr Slater will ask Mr Beckley, our Community Warden, to speak to the police about the parking issues and to clarify where residents may use herringbone parking in the village.

            

The next meeting is due to be held on 26 August 2015.
