Minutes of the Ordinary Parish Council Meeting

held at The Village Hall, Hothfield,

on Wednesday 7 January 2015 at 7.00 pm

There were no Members of the Public present.

1.   APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr L Krause (prior engagement) and Borough Councillor Robey.

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

Mr Howard declared an interest in matters associated with the Solar Array at Oaklands Farm.

 

Declarations of Significant Interest

There were no Declarations of Significant Interest from councillors present.

 

Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

 3.      PUBLIC INTERVAL

The meeting was opened from 7.03 – 7.20 for discussion with PCSO Manning.

 

4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING                                  

Minutes 136 of the meeting held on 27 November 2014 were accepted and it was unanimously agreed that Mr Howard should sign them.

5.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

Councillors asked the Clerk to revert to sending emails under the Hothfield Parish Councillors/Hothfield Minutes and Agenda group heading so that they could see who else had received the emails and their response, if any. 

 

Mr Krause is going to talk to officers at ABC regarding the extra play equipment the Parish Council has obtained funding for, to ensure that they are happy for it to be placed in the play area.

 

Mr Parker will include information on the salt bag in the Village Hall Car Park in his next article for the newsletter.  The KCC bins are not the Parish Council’s responsibility.

 

Councillors met with the Highway Steward recently and discussed potholes, white lines drain covers etc.  It was not within his remit to discuss speeding issues, although he did forward some information regarding Speed Watch to councillors via email.

 

6.      CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

           The Local Government Boundary Commission

           Clerk and Councils Direct

           KALC Agenda for Meeting to be held 21.01.14

 

           Email Correspondence – all emails received are forwarded to all councillors

           No emails were brought to the attention of the meeting.                                                 

          

           Update on Provision of Broadband in Hothfield

           Haymaker paid the £5000 into the Parish Council’s account prior to connecting to the

           national grid, which meant that the Parish Council has not had to take the loan from

           ABC.

 

       We have written to the Hothfield Educational Foundation asking for a contribution

       towards the cost and if they agree we will ask them to draw the cheque in favour of

       BT Plc.  Mr Parker will contact Mr Patten to confirm this and to inform him that the

       Parish Council will be contributing to the project via S137.

            Mr Howard signed the Precept request form to be returned to ABC.

 

            Clerk’s Salary

           Resolution:  Councillors unanimously agreed to increase the Clerks Salary to £12.317

           per hour, backdated to 1 January 2015, in line with the National Pay Award.

 

8.    PLANNING

           No applications received.

 

9.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

Mr Starley from CXK will be invited to attend the next meeting.

 

The Clerk was asked to report two street lamps in the parish that are not working to ABC.

 

The Clerk was asked to report an abandoned car to the Police.  Mrs Hogben will send her the details.

            

Plans for the Village Fete are progressing and it has been decided to raise funds for The Air Ambulance.

 

There being no further business the meeting closed at 9.00 pm.
