Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre Hothfield,

on Wednesday 26 August 2015 at 7.00 pm

PRESENT:

There were no Members of the Public present.

 

1.        APOLOGIES FOR ABSENCE

An apology for absence was received from Mr R Libbeter, (work commitment).

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

There were no Declarations of Significant Interest from councillors present.

 

i)    Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest

                  with the Monitoring Officer if necessary.

 

3.      PUBLIC INTERVAL

There were no Members of the Public present.

 

4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

There was a typing error on page 652.  The closing balance of the earmarked funds should have read £11042.60 not £11842.60.                                                                    

Minutes 143 of the meeting held on 1 July 2015 were accepted and it was unanimously agreed that Mr Krause should sign them.

5.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

There were no Matters for Report not covered on the agenda

  

6.      CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

     Clerk and Councillors Direct

     Community Governance Review of Ashford Borough Draft Recommendations –

     Councillors noted that ABC is recommending no change to the Parish Boundary

 

           Email Correspondence – all emails received are forwarded to all councillors

           KHS re Salt Bags – Councillors agreed to ask for a salt bag to be delivered to the

           Village Hall Car Park.

 

           The Clerk explained the problems that she had been having with her email and asked

           councillors to be aware of this. 

 

           Response to Plan-it-Ashford Consultation

            Councillors would like to meet with Simon Cole, Planning Policy Manager for ABC and

            Mr Krause asked everyone to email him with their availability so that he can set up a meeting.

 

             Mrs Sutcliffe reported on the last Hothfield Regeneration Group meeting which she attended on behalf of the Parish Council.

 

           Installation of Equipment in the Play Area

           Mr Howard will liaise with ABC regarding this and report back at the next meeting.

 

           Risk Assessment

           Mr Parker will complete a Risk Assessment in time for the October meeting.

 

           Pilot Local Warden Support Officer Scheme

           We were unsuccessful in our application to be included in this scheme.

 

           Pavement outside the Old Kings Head

            Mr Krause is liaising with our KCC Councillor, Mr Simkins regarding this.

 

           Parish Caretaker Scheme

           The Clerk was asked to inform the officer at ABC that we do not wish to be involved in this scheme.

 

           Changes to Area PCOS’s

           Our new PCSO is Angie Burden. 

 

           Residents are still advised to contact 101 and report all incidents in the parish direct to

           the police, who will forward details to the officer on duty.                               

 

7.    FINANCE                                                                                                                               

             Resolution:  It was resolved that the authorised signatories in the current

             mandate for all Hothfield Parish Council accounts be changed in accordance

             with sections 5 and 6 of the mandate form and the current mandate will continue

             as amended.

 

             Parish Council signatories from the activation of this mandate will be:-

             Mr Krause, Mr Howard, Mrs Slater, Mrs Sutcliffe, Mr Cook, Mr Libbeter,

             Mr Parker and Mr Slater.

 

             Councillors will liaise with regards to returning the mandate to NatWest.

8.    PLANNING

           No applications received.

 

9.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS    

             The Clerk was asked to contact Mr Mortimer regarding the fact that a councillor’s

             spouse’s occupation is listed next to the councillor’s name on the DPI forms.

 

             The drain outside of 10 West Street is blocked again and causing the road to flood into

             the gardens.  The Clerk will report to KHS.

            

             The next meeting is due to be held on 7 October 2015.

 

             There being no further business the meeting closed at 8.30 pm.
