Minutes of the Ordinary Parish Council Meeting held at The Village Hall Hothfield,

on Wednesday, 15 April 2015 at 7.00 pm

There were no Members of the Public present.

1.  APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr M Cook and County Councillor Simkins.

 

  2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

Mr Krause declared a Significant Interest in Planning Application No 15/00123/AS, as he is a neighbour.

 

Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest  with the Monitoring Officer if necessary.

 

  3.      PUBLIC INTERVAL

The meeting was opened from 7.03 – 7.30 for questions and comment.

 

  4.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING                                  

Minutes 139 of the meeting held on 4 March 2015 were accepted and it was unanimously agreed that Mr Krause should sign them.

  5.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

There were no Matters for Report not covered on the agenda.

 

 

  6.      CORRESPONDENCE AND GENERAL COUNCIL BUSINESS

           Community Governance Review of Ashford Borough

 

           Email Correspondence – all emails received are forwarded to all councillors

           KCC re Bus Shelter

           ABC re Bus Shelter

           Buzzlines Commuter

           Mr Church re garden competition

           The Pensions Regulator

           Mr and Mrs Heron – passed to Mr Robey

 

           Installation of Equipment in the Play Area

           Mr Krause will contact the Children’s Play Officer to discuss this.

           Risk Assessment

           Mr Parker reported that he had completed a risk assessment and there were no items

           in serious need of attention, although there is an appalling amount of litter on the

           court.

           Bus Shelter

Our County Councillor has informed us that he believes ABC owns this shelter and he has asked an officer from ABC to contact the council.

 

Solar Park

Not shown as an agenda item, but Mr Howard informed councillors that the Solar Park was connected at the end of March.  The permanent entrance is from Bethersden Road.

  9.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

A pair of iron gates have been stolen from a residence in the parish.

 

There have been a number calls regarding Anti-Social Behaviour, but residents will not leave their names for fear of reprisals.

 

A resident was causing a nuisance driving around the Bluebell Centre car park earlier in the month.  If he is caught again his vehicle will be seized.

 

Another resident is known to walk around with an air gun and a number of dead pheasants have been found on the Heathland.

 

The toilets have been very badly damaged and ABC asked for the Parish Council’s support in closing them earlier than originally planned.   Councillors agreed to support this request.

 

Lorry parking is not a police matter; anyone with any concerns should contact the Community Safety Unit at Ashford Borough Council.

 

Our Community Warden, Dave Beckley should soon be back in the parish.  Due to cuts by KCC he will have an additional parish as well as covering the office.

 

The Clerk was asked to report the following to Kent Highways:-

The West Street name sign on the junction of West Street and The Street is missing.

The verge outside the entrance to the Solar Park

The verge along Bears Lane

The potholes along Park Drive

The surface along Waterfall Lane is opening up badly.

 

The next meeting is due to be held on 14 May 2015.
