Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Wednesday 1 October 2014 at 7.00 pm

There were no Members of the Public present.

  

1.       APOLOGIES FOR ABSENCE

There were no Apologies for Absence.

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest.

 

Declarations of Significant Interest

There were no Declarations of Significant Interest from councillors present. 

i)   Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

3.       PLAN-IT-ASHFORD    

           Nothing new to report.

          

4.    PUBLIC INTERVAL

There were no Members of the Public present.

 

5.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING                                  

           Minutes 132 were accepted and it was unanimously agreed that Mr Krause should

           sign them as a true record of the meeting.

6.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

           There were no Matters for Report that were not covered on the agenda.

 

7.      CORRESPONDENCE

           No correspondence other than email correspondence received.

 

           Email Correspondence – all emails received are forwarded to all councillors

           ABC re litter bin

           Mrs Hart re footpaths and hedges

 

           Chairman’s Update

           The Chairman had nothing to report that was not covered on the agenda.

                                                                                                                                                      

           MUGA and Youth Shelter

           The timer switch is not working.  Mr Collins will investigate.

 

           Litter Bins

           ABC has given us permission to install a litter bin on the play area.

 

           Resolution:  Councillors unanimously agreed to purchase one Tidy Bear

           and concrete fixing kit at a cost of £203.87 + VAT.

           Update on Provision of Broadband in Hothfield

Mr Krause reported that he had been in consultation with officers and lawyers from Ashford Borough Council regarding the funding of Broadband in the parish and it had been agreed that it would be in order for ABC to pay for the installation and invoice Hothfield Parish Council for a percentage of the cost over the next 3 – 4 years.

A report written by the Deputy Executive of ABC is being submitted to Cabinet next week.

              Adoption of Externally Audited Accounts

            The Clerk reported that she had received the Annual Return for 2013/2014

            back from PKF Littlejohn with no matters arising.

 

            Councillors unanimously agreed to adopt the Externally Audited Accounts.

 

9.    RISK ASSESSMENT       

Mr Parker reported that following his risk assessment of parish assets and the report from The Play Inspection Company, we should order sign no BS EN 15312, to be displayed on the MUGA. 

 

Following discussion councillors unanimously agreed not to replace the seat panel in the youth shelter.
 

Councillors discussed their concerns regarding speeding along West Street and Bethersden Road with Councillor Simkins, who asked for letter from the Parish Council to enable him to bring this matter to the attention of KHS

Mr Krause thanked Mr Parker for completing the Risk Assessment.

 

10.    PLANNING

           Please see attached list.

 

11.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

           Councillor Simkins reported that the police have not reported any increase in the incidents

           of crime or road accidents due to the street lights being turned off in certain areas of the

           county and there have been relatively few complaints.

 

           KCC has to lose £370 million from its budget over the next 4 years.  Councillors are

           currently assessing the efficiency of every single large area of service.

 

           The Budget Programme Board is reviewing spending prior to the budget for 2014/2015

           being discussed.

 

           During Dave Beckley’s absence Hothfield is being covered by Kathy Carter.  Telephone

           number 07813711940.  Kathy also covers Bethersden and High Halden, so she is not in the

           village all the time.

 

           Mrs Hogben will liaise with Mrs Sutcliffe re issues related to the youth club.

 

           A Race Night has been arranged for the 4th October and a Craft Fair for the 12th October.

          

There being no further business the meeting closed at 8.30 pm.
