Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Thursday 9 January 2014 at 7.00 pm

Mr L Krause (Chair), Mrs D Hogben, Mrs P Sutcliffe, Mr J Collins, Mr M Cook, Mr P Howard and Mr D Parker.

There was one Member of the Public present for part of the meeting.

1.     APOLOGIES FOR ABSENCE

An Apology for Absence was received from Borough Councillor, Mr D Robey.

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

There were no Declarations of Significant Interest from councillors present. 

i)     Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest

                  with the Monitoring Officer if necessary.

 

3.     PLAN-IT-ASHFORD    

Mr Robey was unable to attend the meeting, councillors will be fully updated at the next meeting.

 

4.    PUBLIC INTERVAL

The meeting was opened to the Members of the Public present from 7.03 – 7.12 for questions and comment.

 

5.    ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Mr Collins was not present at the meeting, but Mr Howard was.

Minutes 123 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

6.    MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

 Mrs Sutcliffe informed councillors that she had completed the KHS Survey.

 Chairman’s Update

 Mr Krause updated councillors on the progress of the refurbishment of the toilets.  An architect has been contracted to draw up the plans.  The building is to be curved and it is hoped that it will be completed by the spring of 2015.  The next meeting of the Hothfield Regeneration Group is due to take place on 20 January.

 

 MUGA and Youth Shelter

The surface of the MUGA has been pressure washed and will be relined in the spring.

 

Mr Cook reported that he had put a new padlock on the net store and has the key.

 

The Clerk reported that she had spoken to KALC and been informed that it would be in order for us to complete a direct debate mandate for the electricity for the MUGA. If we pay by monthly direct debit we will receive a 7% discount on our electricity.

 

The electricity company will send a statement every time a meter reading is given, so she suggested that we set up a direct debit and arrange for one councillor to read the meters once a quarter.

 

           Resolution:  Councillors unanimously agreed to set up a direct debit for £30 per month to cover the electricity for the MUGA.

              Preparation of Budget and Setting of 2014/2015 Precept

              Resolution:  Councillors unanimously agreed to maintain the Precept for 2014/2015

              at £9500.00.  Our Council Tax Support Grant allocation is £1500.00 and the

              concurrent Functions Grant is £460.00.  The total amount to be claimed from ABC is

              £11460.00

              Mr Krause will forward the budget to the Clerk and councillors.

 

  9.    FUTURE OF YOUTH PROJECT       

Mrs Sutcliffe reported that the Youth Project is still running, although following an incident the organisers have been told that should anything similar happen again their contract will be terminated.

 

The Big Lottery has not looked at Mrs Sutcliffe’s report, due to re-organisation, so we do not know how much money we have to return.

           

10.       ACTION TO BE TAKEN FOLLOWING ANNUAL MUGA AND

           YOUTH SHELTER INSPECTION

              No action needed.

                     

11.       ACTION TO BE TAKEN FOLLOWING VILLAGE RISK INSPECTION

            No action to be taken.

 

12.          PLANNING

           No applications received this month.

 

13.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

             Councillors discussed the Village Fete and agreed that if the Village Hall Committee

             organise one this year the Parish Council will help in a revenue neutral way.

 

             Mr Krause explained the Village Caretaker scheme to councillors.  It is not considered

             suitable for this parish.

 

             The Clerk was asked to contact Councillor Simkins and ask him whether there is

             any truth in the rumour that the Community Wardens scheme is to be discontinued.

 

             The Clerk was asked to report the potholes between the waterfall and Home Farm.

 

             The water pipe outside of Alder Cottages has not been repaired.

 

There being no further business the meeting closed at 8.45 pm.
