Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Wednesday 5 February 2014 at 7.00 pm

[ DRAFT - to be formally accepted at next meeting ]

PRESENT:  

Mr L Krause (Chair), Mrs D Hogben, Mrs P Sutcliffe, Mr J Collins, Mr M Cook and Mr D Beckley, Community Warden.

There were no Members of the Public present.

APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mr P Howard (prior commitment) and Mr D Parker (work commitment).  

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest from councillors present.

 

Declarations of Significant Interest

Mr Krause declared a Significant Interest in Planning Applications No 14/00043/AS.

 

i)    Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

 

 3.       PLAN-IT-ASHFORD    

Mr Robey updated councillors on the progress of the project.  The Urban Designers at Ashford Borough Council are in the process of preparing some drawings which will be used to encourage debate on the proposals planned for the village.  It will be stressed that this is only conceptualisation at the present moment in time. 

 

The next meeting of the Hothfield Regeneration Group is due to be held on 17 March. The café and visitor centre project is progressing.  The old toilet block is to be demolished. The planning application should be submitted in 2 – 3 months’ time.  Alterations to the A20 are also being looked into.

 

Mr Robey reported that he is going to meet with an officer from KCC and discuss possible improvements to the broadband service in Hothfield.

          

4.    PUBLIC INTERVAL

There were no members of the public present.                                                                                                      

 

5.      ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 124 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

6.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

The Clerk will send the site submission document to Mr Beckley.

 

The Village Hall Committee has decided not to run a Fete this year. 

 

Mrs Sutcliffe and Mr Howard are going to run the Garden Competition again.

The Clerk was asked to reply to Mr Fletcher and thank the Volunteer Litter Pickers for their efforts during the year and tell him that we have budget £250 as a donation to the Pilgrims Hospice and that this will be reviewed in next year’s budget.  She will offer the litter cart to the group.

 

           Letter from ABC regarding Planning Application Consultations

Councillors had all read the letter from Mr Mortimer and noted its contents.

 

           Amendment to Standing Orders

           Resolution:  Councillors agreed to make the following amendment to Standing

           Order r:-

 

           If Councillors feel it is appropriate, a signed ballot may be taken on any item

           included on the agenda.

            Bus Shelter

            Mr Collins presented a quote to repair damage to the bus shelter.

 

            The cost to undertake the repairs is £348.40 + VAT and as the falls below £2000,

            we only need one quote.

 

            Resolution:  Councillors unanimously agreed to accept the quote for £348.40

           from to Mather & Smith carry out urgent repairs to the bus shelter.

            Preparation of Budget and Setting of 2014/2015 Precept

            Mr Krause did not have the budget with him.  He will bring to the next meeting.                      

             

9.    FUTURE OF YOUTH PROJECT       

The Youth Project has now concluded and Mrs Sutcliffe has returned the unused funds

to the Big Lottery.  The remaining funds will be earmarked for youth activities within the Parish Council accounts.

                                                                                                                                                                    

10.       ACTION TO BE TAKEN FOLLOWING VILLAGE RISK INSPECTION

No action to be taken.

12.      FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS

In answer to an email from ABC, Hothfield does not have any allotments.

 

 

There being no further business the meeting closed at 8.50 pm.
