MAY 2013 ANNUAL PARISH MEETING MINUTES


Minutes of the Annual Parish Meeting

held in the Village Hall on Friday, 10 May 2013 at 7.00 pm

[ DRAFT - to be formally accepted at next meeting ]

 

The Chairman opened the meeting and welcomed everyone.  There were 14 Members of the Public

present, 3 Parish Councillors, Mr I Rickards, Ashford Area Warden, Kent Wildlife Trust,

PCSO Christine Peel, Mr D Beckley, Community Warden and Mrs J Batt, Parish Clerk

 

1.   APOLOGIES FOR ABSENCE:

An Apology for Absence was received from Parish Councillors, Mrs P Sutcliffe and  Mr David Parker, Borough Councillor, David Robey, County Councillor Charles Simkins and Mr Charles Oliver.

 

2.   TO APPROVE THE MINUTES OF THE LAST MEETING

      These were unanimously approved and signed by Mr Krause.

3.     PRESENTATION BY    BIFFA ON THE NEW ARRANGEMENTS FOR REFUSE AND

        RECYCLING COLLECTION

        Josie Falco gave a very interesting and informative presentation and took questions on the new

        arrangements    which have been put in place for recycling in the Borough.

 

4.     QUESTIONS AND COMMENTS ON REPORTS FROM VILLAGE ORGANISATIONS

        There were no questions or comments on reports from Village Organisations.     

 

5.     ANY OTHER MATTER RAISED BY AN ELECTOR THAT IS OF INTEREST OF

        CONCERN TO THE PARISH

        A number of residents present were very concerned that the Parish Council had budgeted

        £2000 towards the cost of the remodelling of the toilet building on Hothfield Heathland.

 

        Following an extremely lively discussion, the following motion was put forward by

        Mr Graham Cox, seconded by Mr Robert Fletcher and a vote taken:

       

        The Parish Council should not authorise any precept money to be spent on the

        Public Conveniences.

 

        In favour: 10          Against: 2         Abstention: 1

 

Those present were made aware that although the Parish Council will take this into account, it is not legally binding.

        Complaints were made regarding the way in which emails and post sent to the Parish Council

        are dealt with.   It was pointed out that all correspondence must be tabled at a Parish Council

        meeting prior to being responded to and as the Clerk is only employed for 16 hours per month

        a reply might take a few days to reach the correspondent.

 

        A resident said he felt it was sad that only the Parish Council Chairman and 2 Parish

        Councillors were present at the meeting.

 

        The members of the Parish Council were urged to attend the Village Hall meeting on 23 May.

 

        The Village Hall Committee is looking for Volunteers.

 

        Mr Howard reminded everyone that a Village Fete is being organised for 30 June.

 

        The Friends of St Margaret’s have a Quiz and Curry night arranged for 8 June.

       

        There being no further business the meeting closed at 8.55 pm.
