Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Monday 11 February 2013 at 7.00 pm

1.        APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mrs Turner and Mr B Saxon (prior engagements) Mr D Beckley, Community Warden and Borough Councillor Robey

 

2.       DECLARATIONS OF INTEREST

Declarations of Pecuniary Interest

There were no Declarations of Pecuniary Interest.

Councillors are reminded that they should update their Declarations of Interest  with the Monitoring Officer if necessary.

 

3.    PUBLIC INTERVAL

The member of the public arrived after the Public Interval and discussed his concerns during our discussion with PCSO Peel.

 

4.     ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

 Minutes 114 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

Discussion with PCSO Christine Peel

Councillors had an in depth discussion with PCSO Peel about the problems of antisocial behaviour being experienced in the village at the moment.  PCSO Peel said she would discuss these issues with her colleagues and relevant agencies.

 

Following a discussion with the Member of the Public present, PCSO Peel will visit Cades Road to look at the crossing and will report her findings to the relevant authorities.

 

Christine emphasised that the Police cannot deal with crime if they are not aware of it and asked the residents of Hothfield to report all incidents.  This can be done anonymously on  one of the following numbers:-

Bus Shelter

Mr Collins will contact DATA Tooling and ask for a quote to brace the bottom panels of the bus shelter to try and alleviate the problem of youths annoying local residents by constantly kicking the panels.

 

Monitoring Salt Bins

The following councillors offered to monitor the bins:-

Resolution:  Councillors unanimously agreed the Notice Board and Website Policy. 

It will be published on the Website.

Public Footpath AW166

Following the advice of the PROW Officer, letters were sent to the residents believed to be the landowners of the area of the park in question.  One replied stating that he did not own any of this area of land.  The owner of the land replied that he was agreed with the suggestion in principle, but had some concerns.  Mr Krause will walk the land to ascertain whether or not moving the path is a feasible option and report back at the next meeting.

              Budget 2013/2014

              Resolution:  Councillors unanimously agreed the budget for 2013/2014 as prepared

              by the Finance and Working Group.

 

              Following correspondence from ABC informing the council that there would be

              a 25% increase, amounting to £7.50, in the precept charged to every Band D

              property in Hothfield, councillors agreed to maintain the precept at £9500.

              Clerk’s Salary

              Resolution:  Councillors unanimously agreed to increase the Clerks Salary from

              £11.185 from £11.932 with effect from 1 April 2013.  This is a 2 point increase

              as she has not had an increase since April 2011.

8.      FUTURE OF YOUTH PROJECT

A lengthy discussion took place on the future of the Youth Project, following the serious concerns expressed by Mrs Sutcliffe at recent events.

 

It was agreed that Mrs Sutcliffe should contact the head of the Youth Service at KCC and discuss the situation with him.   She will also investigate the youth activities run by the Kent Police.

 

9.     VILLAGE FETE AND GARDEN COMPETITION

            Mr Howard reported that Parish Councillors had had a meeting with Mrs Williamson, the

            Network Manager from the Bluebell Centre and some of the residents of Hothfield to

            discuss the Fete.

 

            It was agreed to hold the Fete on Sunday 30 June and future meetings have been arranged

            to finalise the arrangements. 

 

            Mr Parker will oversee the insurance arrangements again.

 

            The Garden Competition will be arranged for the weekend of 15 June and the prizes will

            be awarded at the Fete.

 

10.       RISK ASSESSMENT/RISK INSPECTION

           Mr Parker will complete before the end of March 2013, in time for the Audit.

 

11.       PLANNING

             No applications received this month.

  

12    FORUM FOR EXCHANGE OF INFORMATION BETWEEEN COUNCILLORS   

          An officer from ABC will attend the April meeting of the Parish Council to discuss Plan-it Ashford.

 

        Mr Parker will send the Clerk a list of items to be reported to KHS.                                      

            

There being no further business the meeting closed at 9.00 pm.
