Minutes of the Ordinary Parish Council Meeting
held at The Bluebell Centre, Hothfield,
on Monday 12 March 2012 at 7.00pm

There was one Member of the Public present for part of the meeting.
1. APOLOGIES FOR ABSENCE
An Apology for Absence was received from Borough Councillor, Mr D Robey and Community Warden, Mr D Beckley.
As Mrs Colby has failed to attend a meeting since September, she forfeits her seat on the Council.
2. DECLARATIONS OF INTEREST
There were no Declarations of Interest.
i) Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.
3. PUBLIC INTERVAL
The meeting was opened to Members of the Public from 7.03 – 7.13 for questions and comment.
4. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
There are no employed youth workers working with the Hothfield Youth Project.
Mrs King’s assistant works with her on a voluntary basis.
The Hothfield History sign will read Hothfield Memories, not Hothfield Memory.
Minutes 105 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

5. MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES
Mr Krause reported that he had been invited to attend a meeting of the Joint Transportation Board on 13 March to speak in favour of the proposed zebra crossing.
The confusion regarding Wealden Wheels has been resolved. Mr Krause will write an article for the newsletter informing residents that the service is available for them to use.
6. UPDATE ON HOTHFIELD REGENERATION PROJECT
Mr Krause reported that he and Mrs Batt attended a meeting at the Civic Centre on 20 February, ostensibly to discuss the future of the toilets on Hothfield Heathland. The outcome of the meeting was very encouraging as the councillors and officers from Ashford Borough Council agreed that a more extensive regeneration project is called for. They want to realign the fencing so that the toilet block is in the lay by on the A20 rather than on the Heathland and refurbish the toilets. The installation of lighting was discussed as was the possibility of putting cattle grids along Cades Road, either side of the proposed zebra crossing, to slow the traffic and make it safer for dog walkers crossing from the car park as the car park on the old football field is to be closed. Funding is being sought and future meetings have been arranged to discuss the project. Mr Krause and Mrs Batt will attend and report back to councillors.

Mr Krause did not bring any emails to the attention of members of the Council.
Hothfield Youth Project – Update following discussion at last meeting
Mrs Sutcliffe reported that Mrs King had told her that she is not allowed to manage the Project if she is not employed by KCC. Mr Martin Elliott has been engaged to replace Mrs King. Both youth workers employed by KCC have left and Mrs King was working awith a volunteer assistant who is unsure as to whether she will continue. If she does not KCC will provide a replacement youth worker. The number of young people attending the sessions has dropped to an average of 10.
Mrs Sutcliffe is keeping the staff at the Big Lottery informed of developments.
Mrs Whittington has asked for a member of the Parish Council to join the steering group.
Date and Venue for Hothfield Annual Parish Meeting
The Annual Parish Meeting will be held on 30 April 2012 at The Village Hall.
Ian Rickards from the Kent Wildlife Trust will be invited to speak.
Mr Krause will raise this issue at the next regeneration meeting.
Location of Grit Bins
Mr Krause suggested that the council looks at purchasing extra grit bins if the budget allows.
Resolution: Councillors unanimously agreed to increase the Clerk’s Salary from
£10.841 per hour to £11.185 per hour, backdated to 1 April 2012.

10. FORUM FOR EXCHANGE OF INFORMATION BETWEEEN COUNCILLORS
It has been decided to hold a joint event with the church and village hall to celebrate the
Queen’s Diamond Jubilee. A small committee will be set up to oversee the arrangements.
Mr Krause has applied for funding from County Councillor King and will apply to
Borough Councillor Robey.
It was proposed to charge £2 per head, £5 for a family.
It was suggested that we could match fund £200 from the money budgeted for the
village hall for 2012-2013. The Jubilee will be included as an agenda item for the
The Garden Competition has been arranged for 7 July. The Gardeners from
Godinton House have agreed to judge the gardens again.
Mr Howard reported that Hothfield would not be holding a fete this year.
Mr Parker will complete the Risk Assessment and forward it to the Clerk by 30 March.
The next meeting is due to be held on 23 April 2012.
The election of a Vice Chairman will be included on the next agenda.
The Clerk was asked to report Bears Lane to KHS again.
There being no further business the meeting closed at 9.00 pm.
