1. APOLOGIES FOR ABSENCE An Apology for Absence was received from Mr D Parker, (prior engagement).
Parish Councillors unanimously approved Mr Parker’s absence from the meeting
2. CO-OPTION OF PARISH COUNCILLOR There were no applicants for the vacant position of Parish Councillor.
3. DECLARATIONS OF INTEREST There were no Declarations of Interest.
i) Updating of Declarations of Interest for the Code of Conduct Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary. 4. PUBLIC INTERVAL The meeting was opened to the Members of the Public from 7.05 – 7.20 for questions and comment.
5. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING Minutes 109 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

6. MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES The lights have not been repaired yet. The Clerk will contact Mr Wilkinson.
The potholes still need repairing.
7. UPDATE ON HOTHFIELD REGENERATION PROJECT Mr Krause updated Councillors on the last meeting at ABC during Planning.
8. CORRESPONDENCE AND OTHER GENERAL COUNCIL BUSINESS Clerk and Councils Direct Kompan KALC Minutes of meeting held 20.06.12 and Agenda for 18.07.12

Hothfield Youth Project Mrs Turner has joined the Steering Group.
Mrs Sutcliffe reported that the project is thriving under the management of Mr Elliott, with a selection of activities being offered. Some of the younger children of the village are being allowed to attend for the first 30 minutes of the meeting each week, until they are old enough to attend the entire session in September. Detached Youth Workers are working in the Village on Tuesday nights.
Mrs Sutcliffe suggested that the members of the Parish Council should start to think about the future of the project as the funding we currently have comes to an end this time next year.
Diamond Jubilee Celebrations – Final Report We have made a profit of around £774. Mr Eckersley will send the final report through to the Clerk.
Resolution: It was agreed to earmark any profit for future events in Hothfield.
Kent Lane Rental Scheme Mr Krause explained the scheme to councillors and all agreed it appeared to be a very sensible scheme.
Arrangements for August A planning meeting will be held if necessary.
Mr Krause will deal with all correspondence and emails and notify councillors of any urgent business.
Councillors unanimously agreed that the Clerk should draw the cheques for salaries and any other urgent expenses as needed. The Finance and Policy Working Group will review the documentation in time for the September meeting.
Insurance Mr Krause confirmed that all was in order with the insurance documents
8. FINANCE Following discussions during the Public Interval, Councillors agreed to pay the £180.00 donation to the Pilgrims Hospice in lieu of the Litter Pickers wages.
Councillors asked Mr Fletcher to send a letter in November, detailing the activities of the Litter Pickers, so that a suitable figure can be included as a donation to the Hospice in next years budget.

Resolution: Councillors unanimously agreed to pay the above accounts.

Councillors were asked to contact the Clerk during the recess and let her know whether they agreed to re-investing some of the balance in a Fixed Rate Bond.
Earmarked Funds
10. PROPOSED NEW CODE OF CONDUCT Resolution: Councillors unanimously agreed to adopt the Kent Model Code of Conduct.
Resolution: Councillors also agreed to adopt the Standing Order regarding the Kent Model Code of Conduct.

11. DISCLOSURE OF PECUNIARY INTERESTS Councillors all took a Disclosure of Pecuniary Interest Form to fill in and return to Mr Krause in time to be taken to ABC.
Resolution: Councillors unanimously agreed to appoint the Clerk as Proper Officer to receive dispensation requests.

12. PROPOSED DEVOLUTION OF ABC SERVICES Deferred to future meeting.
13. M20 NOISE REDUCTION Councillors unanimously agreed to support Westwell Parish Council in their efforts to have technical testing undertaken to help reduce the noise from the M20.
Mr Krause will contact Mrs Drury.
14. PLANNING The application for the extension of the car park was discussed and Mr Krause updated Councillors on the progress of the Hothfield Regeneration Project.

15. FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS The Garden Competition took place on 8 July. We are waiting for the judges decisions.
Repairs to the MUGA lights will be included on the next agenda,
There being no further business the meeting closed at 9.00 pm.
