Minutes of the Ordinary Parish Council Meeting

held at The Bluebell Centre, Hothfield,

on Monday 13 February 2012 at 7.00pm

There were 2 Members of the Public present for part of the meeting.

1.     APOLOGIES FOR ABSENCE

An Apology for Absence was received from Mrs E Turner (prior engagement) and Mr D Beckley, Community Warden

 

2.       DECLARATIONS OF INTEREST

There were no Declarations of Interest.

 

i)   Updating of Declarations of Interest for the Code of Conduct

                  Councillors are reminded that they should update their Declarations of Interest

                  with the Monitoring Officer if necessary.

 

 3.    PUBLIC INTERVAL

The meeting was opened to Members of the Public from 7.08 – 7.18 for questions and comment.

 

 4.     ACCEPTANCE OF MINUTES OF PREVIOUS MEETING

Minutes 104 were accepted and it was unanimously agreed that Mr Krause should sign them as a true record of the meeting.

 5.    HOTHFIELD YOUTH PROJECT

 Mrs Whittington reported that Mrs King will no longer be employed by KCC from April

   2012, but that she is keen to continue her work with the Youth Project in Hothfield. 

 Following  discussion it was agreed that the best way forward would be for Mrs King to

 offer her services to KCC as a consultant.  Provided KCC agree to employ her in this role

 the Youth Project will continue as before with KCC continuing to employ Mrs King’s services.

 

 The Youth Project should also have the services of 2 part time youth workers. 

 At the present time we only have one.  Following discussion, it was once again agreed

 that KCC should be asked to provide the youth workers.  Funding arrangements should

 then remain the same.

 

 6.      MATTERS FOR REPORT ARISING FROM PREVIOUS MINUTES

 There were no Matters for Report not covered on the agenda.

Email Correspondence

Mr Krause brought the following emails to the attention of members of the Council:-

Mr Rogers re the use of the Hothfield Sign for the Hothfield History Website.

 

Use of Hothfield Sign for Hothfield History Website

This item was omitted from the agenda in error.

 

Resloution:  Councillors unanimously agreed that the members of the Hothfield

History Society should be given permission to use the Hothfield Village sign for

their website, with the addition of the word memory under Hothfield.

           Storage of Parish Council Documents

           The filing cabinet will remain in the Bluebell Centre.

 

           Future of Public Toilets

           Mr Krause and Mrs Batt are due to meet with officers and members of ABC

           on 20 February, to discuss this issue.

 

           New Zebra Crossing – School Road

           Nothing to report.

          

           Date and Venue for Hothfield Annual Parish Meeting

           To be confirmed.

 

           Wealden Wheels

           Mr Krause reported that he had heard complaints that Wealden Wheels had let an

           organisation down at the last minute.  He had investigated and found that this was not

           the case.  He will discuss this with the organisation concerned.

 

           Report from Mini PAG Meeting with ABC

           The Chairman reported on the Mini PAG meeting that he attended at ABC.   The minutes

           will shortly be available for all councillors to read.  Ashford Borough Council is in the

           process of preparing a list of all the activities they undertake on behalf of each parish,

           which will give us a greater insight into what we could take over responsibility for, if we

           wished.  Councillors were concerned that the council as a whole does not have the

           expertise necessary to take full responsibility for planning.

10.    FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS 

         A discussion took place as to the best way for the village to celebrate the Diamond Jubilee.

 

             The Parish Council will submit an article for the Hothfield Newsletter.

 

             Speeding Signs to be included as an agenda item for March.

 

             The road surface along Bears Lane is deteriorating.

 

             The parking outside Thanet Terrace is becoming a real issue.

 

      

There being no further business the meeting closed at 9.00 pm.
