Minutes of the Ordinary Parish Council Meeting

held at The Children's Centre, Hothfield,

on Monday 8 December 2008

MEMBERS OF THE PUBLIC: There were no Members of the Public present.

1. APOLOGIES FOR ABSENCE
There were no Apologies for Absence.

2. DECLARATIONS OF INTEREST
There were no Declarations of Interest.

i) Updating of Declarations of Interest for the Code of Conduct
The Clerk reminded Councillors that they should update their Declarations of Interest
with the Monitoring Officer if necessary.

3. PUBLIC INTERVAL
There were no Members of the Public present.

4. VILLAGE APPRAISAL
Mrs Highwood reported that she had received feedback from 2 Parish Councillors following
the last meeting. She talked councillors through the latest analysis and suggested that the
next step should be to hold some form of public meeting to enable the Appraisal to be
presented to villagers. Various suggestions were put forward as to the format a meeting
should take. It was suggested that it might be necessary to hold more than one to ensure
we engage with as many members of the community as possible.

A lively discussion took place with the representatives of ABC regarding the way in which
they can help to address some of the issues raised in the Appraisal. They stressed that they
only have any influence with ABC tenants. They cannot intervene with problems being
caused by owner occupiers living ex council houses in Hothfield, unless they are
encroaching on ABC land or property.

The following was agreed upon:-

Mrs Dale will speak to Mr Wallace about the refurbishment of areas in the village that ABC Housing Department is responsible for as there appears to be some misunderstanding regarding funding.

She will send a list of contact details for ABC officers and other agencies that have
responsibility for the different areas within Hothfield, such as Environmental Services etc
so that councillors can contact them direct.

When asked who should co-ordinate a meeting between the various officers and agencies
Mrs Dale said she felt it to be the responsibility of the Parish Council.

Mrs Dale and Miss Wickens will take up the issue of parking/garages, gardens
(Best Garden Scheme), and youth activities.

5. ACCEPTANCE OF MINUTES OF PREVIOUS MEETING
Minutes 72 were accepted and it was unanimously agreed that Mrs Whittington
should sign them.

6. FREEDOM OF INFORMATION ACT
The Clerk reported that under the Freedom of Information Act, it is the duty of every
Public Authority to adopt and maintain a publication scheme.
The Information Commissioners Office is changing the emphasis in the approval and operation of publication schemes to a generic model, which should be adopted and operated by all public authorities from 31 December 2008. A local council will breach the Act if it has not adopted the model scheme and/or is not publishing in accordance by this date.

Those Councillors with email and access to the internet had been able to look at this prior to
tonight’s meeting, to assure themselves that the council is complying with the Act.

Resolution:
Councillors unanimously agreed to adopt the Model Publication Scheme under the
Freedom of Information Act.

7. FINANCE
Bank Balance
The balance stands at £9638.40 in the Reserve Account, £100 in the Current Account and
£10394.77 in the Corporate Bond. Of this 5532.16 (totals included in 2008/20029 budget
noted) is reserved as follows:-

Resolution: Councillors unanimously agreed to pay the above accounts.

                   

There being no further business the meeting closed at 8.49 pm.

Bus Shelter
This item was omitted from the agenda in error.

Mrs Whittington reported that she had received a quote from Autocross for £1125 + VAT
for repairs to the bus shelter.

Mr Patten proposed that we proceed with the repair, seconded by Mr Krause.

Resolution: Councillors unanimously resolved that Mrs Whittington should instruct
Autocross to proceed with the repairs to the bus shelter at a cost of £1125 +VAT
