Minutes of the Ordinary Parish Council Meeting

held at The School, Hothfield, on Monday 9 January 2006 at 7.00 pm

 


PRESENT: Mr P Patten, (Chair), Mrs S Whittington, Mr J Collins, Mr R Fletcher, Mr P Howard, Mr R Pitt and Mr A Rawlins

BOROUGH COUNCILLOR:

MEMBERS OF THE PUBLIC: There were no Members of the Public present

1. APOLOGIES FOR ABSENCE
An Apology for Absence was received from Mrs M Highwood.

2. CO-OPTION OF COUNCILLOR TO FILL CASUAL VACANCY
We have not received any applications from parishioners interested in becoming a councillor. Any Councillor who has any ideas as to who might fill the vacancy was asked to speak to Mr Patten

3. DECLARATIONS OF INTEREST
Mr Patten declared an interest in Planning Application No 05/02093/AS.
Mr Patten also declared an interest in matters associated with the Hothfield Parent Support Group of which he is a trustee, Hothfield Primary School of which he is a Governor and Crossways as he is a Director.

i Updating of Declarations of Interest for the Code of Conduct
The Clerk reminded Councillors that they should update their Declarations of Interest with the Monitoring Officer if necessary.

4. CRIME AND DISORDER (Incorporating Report by Rural Warden)
Nothing to report.

5. ACCEPTANCE OF MINUTES
Minutes 38 were accepted and it was unanimously agreed that Mr Patten should sign them.

6. MATTERS ARISING
Mr Patten has contacted the Bank of Ireland and is waiting for a reply.


Little Chart Youth Project has been refused a grant by Leader+. A second application has been submitted.

The sign to the Church has been found and replaced.

Accounts to be paid

During the recess it was agreed to pay the following:-

Mr J Collins £9.16 Bolts to repair bus shelter seat

Mrs M Fields £100.00 Payment towards production of and distribution of newsletter

Proposed Mr Patten Seconded Mrs Highwood

For Payment tonight:-

Mrs J Batt £648.58 Salary and Expenses

Mr R Rivers £63.98 Ink Cartridges for printing the History of Hothfield

The accounts were formally proposed for payment by Mr Collins. Seconded by Mr Howard
Unanimous

Bank Balance
The account stands at £10171.55.

Budget/Precept 2006/2007
Mr Patten presented a proposed budget to the Council and after discussion Mr Fletcher proposed that the Precept for 2006/2007 should be set at £5000. Seconded Mr Rawlins.
Councillors voted on the proposal and agreed 6 in favour: 1 abstention to set the precept at £5000.

It was agreed that the future of the school may affect future budgets and Mrs Whittington and Mr Patten agreed to visit the Headmaster to discuss this issue.

Review of Standing Orders and Financial Regulations
It was unanimously agreed to adopt the Standing Orders and Financial Regulations.

Risk Assessment
Mr Fletcher and Mr Patten will undertake this by the end of January.

Freedom of Information Act/Web Site
Nothing to report.

Village Fete
We have included a donation of £500 in the budget for the year 2006/2007. After discussion it was agreed that Mr Patten should contact the committee to discuss the council’s concerns regarding the proposed venue and parking for the forthcoming Fete.

Mr Pitt offered to contact Bounty and ask for a quotation for the removal of the moles from the field.

LaMis
The CD has been received and will be kept by the Clerk.

8. PLANNING
See attached list.

Notification that Tree Preservation Order No 7 2005 has been confirmed without modification.

9. VILLAGE RESPONSIBILITIES
Bus Shelter
Mr Collins repaired the seat and the panel. The panel has been kicked out again.
Mr Patten thanked Mr Collins for undertaking the repairs.

Play Area
Mr Patten is waiting for a quote for the repairs listed in the ROSPA Report. It was unanimously agreed that he should arrange for replacement chippings to be laid, as soon a possible, up to a total cost of £1200, as the lack of chippings is considered to be a serious safety hazard.

Hothfield Common Football Pitch
Mr Patten reported that he is meeting with a representative of Ashford Borough Council on 11 January regarding this matter and asked any other councillors who are available to join them.

Tidying Village
Mr Patten is still trying to get hold of Mrs Medlock regarding this issue.

Village Appraisal
Mr Patten said he would talk to Mr Twydell regarding this.

Village Sign
It is hoped that this will be ready in about 2 weeks.

Litter Control
We have received a thank you letter from the Hospice for the donation on behalf of the litter pickers.

Speed Indication Devices
The Clerk reported that she had spoken to a councillor from Pluckley who is very keen on this device and she suggested that we contact Richard King to tell him that we are interested, as he is going to fund one from the Community Members Grant and we may be able to share a device with Pluckley and Egerton.

10. ANY OTHER BUSINESS
Mr Howard proposed a vote of thanks to Mr and Mrs Patten, on behalf of the council, for the drinks party they held in December.

Councillors received a Christmas card from Mr and Mrs Twydell.

A letter of thanks has been received from the Village Hall Committee for the recent donation.

Mr Pitt suggested asking whether any member of the Fete Committee would be interested in becoming a Parish Councillor.

There being no further business the meeting closed at 9.10 pm.
